One river and two limbs:

Tongzhou new city will give prominence to the city image and cultural details taking the north Grand Canal as tie. To rebuild and promote the old city along the west side of the Canal; to gather the new functions along the east side of the Canal; the new city and old city fly wing to wing and cooperate with each other.

To build Canal-centric function area bearing tourism, trade & finance and culture, and the modern culture & trade center with full function and prominent characters
Thematic recreation area
In the southwest of the new city, to develop business & recreation area focusing on movie & TV culture, recreation and exhibition
Administration service area
To build administration and comprehensive service area in the Canal Street East
Business headquarters area
To develop business headquarters area for complementary functionality with CBD in the northwest and build low-density, high-tech, HQ business park beside River Wenyu
Medical treatment area
To build comprehensive medical treatment area in the east of the Sixth Ring Road
